In order to facilitate screening of the project and assist our Board in making a decision on your proposal, we would appreciate receiving further information or clarification with respect to the following items: 1. Given that the designated Northwest Iqaluit Aggregate Area in the current proposal is planned to be re-zoned to lands in Mineral Resources and Extraction Zone to allow the quarrying activity to occur, could you provide the following details: a. Confirm if the process of re-zoning the area was completed prior to submission of the application to the NIRB, or indicate when the process would be completed? b. If the re-zoning has not already completed, what plans or mechanisms would be provided for the proposal in case the re-zoning process was not able to successfully complete in a way to allow the project to proceed? c. Provide confirmation as to whether the public was consulted regarding the proposed re- zoning of the area including information on public concerns? You can refer to pages 6 of 7 of the Survey Sketch document you sent on 12 March, 2015 for further information). 2. Provide further information regarding whether the roads would be paved or not, and indicate the type of materials to be used. 3. It has been indicated that the area being considered for development may contain an estimated 1million cubic metres of aggregate as well as in excess of 4 million cubic metres of combined sand and gravel. As the maps provided to date show an extensive area without clear delineation of the potential development areas, the NIRB requires further detail on the anticipated/estimated amount of materials to be extracted from Area A (177.6 Hectares), B (65.1 hectares) and C (15.3 hectares) with approximate outlines of each Area. 4. Please provide updated maps with coordinates clearly showing specific locations of proposed project sites including all proposed activities, including Shape files for the project areas. 5. In consideration that the area has been described as a “light area” used for hunting, fishing and camping activities, could you clarify what measures would be undertaken to restore and rehabilitate the area in the event of abandonment or cessation of quarrying operations and exhaustion of aggregate materials. Please could you provide an abandonment, restoration and rehabilitation plan, including dust suppression measures for the project? 6. The NIRB has received some inquiries regarding the construction of a potential additional asphalt plant in Iqaluit. For the purposes of having a definite scope of activities associated with this proposal, could you confirm whether or not this project would include or be associated with a proposed second asphalt plant in Iqaluit?
