Project Summary
The proposed location for the Cambridge Bay Soil and Water Treatment Facility is approximately 650 meters northeast of the Hamlet of Cambridge Bay, adjacent to the hamlet landfill, the property will be leased from the Hamlet. This facility will help the hamlet manage waste produced within the community. This facility will give the hamlet of Cambridge Bay an additional option for dealing with contaminated soil and snow/water which will reduce cleanup wait times and provide additional cover material. The Soil and Water Treatment Facility will include one lined Cell to treat soils contaminated with petroleum hydrocarbons, and a second lined Cell for the treatment of contaminated water/snow with petroleum hydrocarbons, in addition to a lined Cell to be used as hazardous waste storage area. Contaminated soil will be brought to the site by dump truck from various locations in the hamlet where spills have occurred, and be treated by mechanically aerating the soil with an excavator or tilling equipment. If needed, amendments may be added to the soil to facilitate contaminant degradation through microbial activity. Once treated, soil samples are submitted to ascertain if soil contaminants have been brought below established criteria. If so, the soil will be reused as alternate daily cover at the hamlet landfill or re-purposed as permitted. Water or snow brought to site from spill locations will be stored and treated using an onsite water treatment plant and once treated will be used as a moisture amendment on the soil being treated or be discharged as per Government of Nunavut Department of Environment requirements. The waste storage area will be used to temporarily store waste that requires containerization and/or shipment to an authorized disposal location.Prior to construction of the facility, soil and water samples will be collected to obtain background analytical results which can be used to monitor environmental conditions at the facility during its operation. It is anticipated that the facility will operate for a period of five (5) years at which point the agreement will be re-evaluated with the Hamlet.
