Worley Canada Services Ltd. (Advisian) and Pilitak Enterprises (the Project Team) have been retained by the Hamlet of Kinngait to construct a marine infrastructure project (the Project). The Project Team is undertaking a test pit program in advance of Project construction (the Program). This Project Description (PD) is specific to the Program which will be undertaken over a period of two to three days. Local support for an excavator and operator will be provided for beach excavation, which will occur in out-of-water tidal conditions. Up to nine test pits will be dug, with the intention of understanding ground conditions within the Kinngait foreshore area. Test pits will be approximately 1 m x 3 m and 4 m deep. The Project Team field lead will develop a plan to establish an Intertidal Access Area, to ensure minimum disturbance to the intertidal zone. This will be communicated to the equipment operator. The Project Team field lead will conduct a salvage program to confirm that all large mobile invertebrates are removed, and areas of marine vegetation are avoided within the Intertidal Access Area. Subsequent to the Program, the equipment operator will return the intertidal area to its pre-existing conditions, and confirm the excavated areas are infilled and compressed as required. A member of the Project Team, which may be supported by members of the community, will investigate the Intertidal Access Area over several tide cycles to confirm there are no noticeable differences in beach condition. A map depicting the general area where the test pits will be dug is provided in Figure 3-1 of the attached Application Letter. Consultations regarding the proposed field activities will be conducted with the Hamlet and Hunters and Trappers Association in advance of the field season. Letters of support for the Project are attached.
