The Government of Nunavut Department of Transportation and Infrastructure Nunavut, with authorization from the Municipality of Pond Inlet Council, is applying to amend the Pond Inlet municipal water licence 3BM-PON2025 for the construction and operation of a new water supply facility. In this application, no infrastructure changes are proposed for the licenced sewage lagoon, solid waste disposal facility, and landfarm. The amendments to the water licence will include replacing the existing water supply infrastructure with a new facility that will have a 20-year capacity based on the projected community population growth. The new water supply facility will be located entirely on municipal lands. The facility will consist of a new treatment building connected to a treated water storage and a process waste tank. Raw water will continue to be withdrawn from the existing water source Salmon Creek using an intake centrifugal pump and a seasonal overland transmission pipeline to convey the raw water into the existing raw water reservoir that will be expanded to a storage volume of 207,462 cubic metres. An increase to the allowed water withdrawal is being requested to accommodate the community’s water demand. The requested withdrawal limits are up to 2,051 cubic metres per day from Salmon Creek, up to 111,803 cubic metres per year from Salmon Creek, and up to 166,846 cubic metres per year from all sources (Salmon Creek and reservoir). The withdrawal limits are supported by a hydrological study that was conducted. Minor civil works is anticipated to start late summer / early fall 2026, then be stopped prior to winter 2026. On site construction will continue again in 2027 and 2028 with final commissioning of the plant expected around fall 2028. Construction materials and any hazardous wastes will be transported in and out of the community by sealift. The personnel enumerated in this project application is for the operations phase of the water treatment plant. A temporary construction camp project application for the construction phase will be submitted separately by the general contractor.
