Leila Cai

Leila Shuqing Cai was born and raised in southeastern China, of Han descent. Leila moved to Turtle Island to study Environmental Science at the University of Manitoba. Since then, she’s worked in Dënéndeh for a land claim organization and joined the NIRB in October 2024. Fluent in English and Cantonese, she’s excited to learn Inuktut. Leila works for the NIRB as an Impact Assessment Officer, bringing a strong background in impact assessment and policy, along with experience collaborating with various parties on projects related to infrastructure, GHG emissions and water management. Leila enjoys the outdoors, trying new things, and traveling. She’s from a family of three girls and recently became an Aunt!
